MoA for International Dual Degree Programme

The Memorandum of Agreement (MoA) signing ceremony between Universiti Teknologi MARA (UiTM) and Universitas Airlangga (UNAIR) Indonesia had took place on 23 December 2020. This marked a phenomenal milestone to enhance and strengthen an international collaboration on academic programmes, research, publication, students and lecturer exchange. The signing ceremony between UiTM’s Vice Chancellor, Emeritus Professor Datuk Ir. Dr. Mohd Azraai Kassim and UNAIR’s Rector, Professor Dr. Mohammad Nasih was witnessed by the Dean, Faculty of Administrative Science and Policy Studies, Associate Professor Dr. Abdul Jalil Mohamed Ali and Dean, Faculty of Social and Political Science, Professor Bagong Suyanto, Drs. M. Si. The unison also invigorates a gratifying collaboration that are spearheaded towards the accomplishment of highly ambitious efforts that will mutually benefit both renowned institutions. The parties involved are consensus that this agreement will be individually operationalized on their respective behalves, namely Faculty of Administrative Science and Policy Studies for UiTM and the Faculty of Social and Political Sciences for UNAIR.

The MoA has joined collaboration for dual degree programme between two master academic programmes, namely; Executive Master of Administrative Science from the Faculty of Administrative Science and Policy Studies, UiTM and Master of Public Policy from Faculty of Social and Political Science, UNAIR. The MoA’s fundamental objective is to strengthen educational programmes and will thus be substantiated with various collaborative arrangements meant primarily at enhancing the research and industrial networking fields. UNAIR is an established University with a track record of educational excellence and research apart than its dynamic collaborative programmes with many international counterparts. Following the discussions between UiTM and UNAIR, the parties wish to establish a collaboration and to explore opportunities in developing, supporting and enriching the research activities, educational programmes and training in their respective fields of expertise, thus creating synergistic benefits.

UiTM steers dialogue on Regional Comprehensive Economic Partnership (RCEP)

University Teknologi MARA’s (UiTM) Faculty of Administrative Science and Policy Studies (FSPPP) students, majoring in Master of International Relation and Diplomacy (MIRAD), organized a webinar on themes related to diplomacy, security, and cooperation in ASEAN. The program conducted by the postgraduate students took the initiative to invite two spokespersons to share their knowledge and experiences related to the program’s theme. The spokespersons come from different backgrounds, Ms Wan Wardina Wan Abdul Wahab from the Ministry of International Trade and Industry (MITI), and Professor. Dr Shankari Sundararaman from Jawaharlal Nehru University (JNU), New Delhi, India.

This dialogue session aims to provide an avenue for postgraduate students under the Master of International Relations and Diplomacy (MIRAD) program to share their thoughts with the invited panel to refine contemporary issues around the Southeast Asian region.

The first seminar was held on 7 June 2021, focusing on the ‘Regional Comprehensive Economic Partnership (RCEP) Agreement’ featuring Ms Wan Wardina Wan Abdul Wahab. The webinar focused on how the RCEP arrangement would benefit ASEAN Regional Integration. Ms Wardina highlighted several issues concerning the element of integration toward RCEP. She further explained ASEAN’s structure, its role in international integration and the challenges in regional integration.

MIRAD students also had the opportunity to learn more about the ASEAN-INDIA relations from a lecturer from India, Prof Shankari Sundararaman, who spoke at the event. The discussion focused on India’s quest for more interaction with East Asian countries, which was previously known as “Look East Policy” but is now known as “Act East Policy.” The example of ASEAN-INDIA Dialogue, the ASEAN India Free Trade Agreement (AIFTA), is the initial effort to strengthen the ties between the two parties. Besides that, Prof Shankari also provided a thorough explanation of India’s exit from the RCEP, which she believed would help to strengthen the linkages between India and ASEAN. In this regard, Prof Shankari believes that India favours bilateral connections with ASEAN countries and aims to increase India’s influence in the region to counterbalance the Asia Pacific’s impact.

ASEAN’s effort in achieving SDG through Environmental Agenda

Universiti Teknologi MARA (UiTM) under the Faculty of Administrative Science and Policy Studies (FSPPP) was honoured to have Dr Suziannah Nhazzla Ismail from the National Institute of Public Administration (INTAN) deliver a talk to postgraduate students titled, ‘ASEAN’s effort in combating environmental issues: Efforts and Challenges”. Her deep interest in environmental ethics and animal politics is evident through her efforts in educating the nation by publishing numerous articles in mainstream newspapers in Malaysia, namely BERNAMA, The Star, The Strait Times, The Malay Mail and many more.

The MIRAD Dialogue 2 was held on 21st June 2021 and was participated by students and lecturers from the faculty and other universities. The panel was paired with Ms Nusrat Hassan as the moderator, who is also a student with broad experience in humanitarian and development programmes. The speaker discussed the efforts and challenges encountered in fulfilling aspirations toward achieving the Sustainable Development Goals (SDG). Given the region’s extreme vulnerabilities in the increasing number of climate-related natural disasters including flooding of coastal areas, typhoons and cyclones, according to Dr Suziannah, ASEAN has identified one of its most urgent tasks which is to be strengthening capacities in climate change adaptation and disaster risk reduction through mechanisms such as the ASEAN Agreement on Disaster Management and Emergency Response (AADMER). Dr Suziannah further explained that the current ASEAN institutional framework on environment and climate change is constituted under the ASEAN Socio-Cultural Community (ASCC) pillar. However, it has become increasingly clear that climate change issues are not the sole domain of environmental ministries.

At the international level, climate change is integrated and handled in different for a. Given that the issues become more cross-cutting and complex, a revolutionary rethink of its current institutional framework is needed on how best to coordinate and synthesise climate change issues across the different sectors in order to produce a coherent response to climate change.

All in all, the dialogue was a success and an eye-opener for the students. MIRAD students also had the opportunity to learn more about the ASEAN’s effort in combating environmental issues. The students realized that at this juncture of the collective efforts to address climate change is only possible through ASEAN’s willingness and ability to engage with other stakeholders, moving beyond the realm of governments and policymakers.

Enhancing International Networking through expert sharing

Universiti Teknologi MARA (UiTM) via the Faculty of Administrative Science and Policy Studies (FSPPP) is honoured to be an academic partner to the Faculty of Administration, University of Sarajevo, Bosnia, and Herzegovina (UNSA). UNSA is the beacon of higher learning institutions in Bosnia, consisting of 22 faculties, 3 academies and 5 research institutes. To commemorate the partnership and kick off the collaboration between UNSA and FSPPP, UiTM, the faculty organized a Guest Lecture session involving academics from both institutions. The lecture series is also part of FSPPP’s efforts in encouraging active engagement in academic discourse amongst its staff and students via its internationalization strategy.

The lecture series was held on the 16th and 17th June 2021, involving six academics, of which four were from FSPPP and the other two from UNSA. The esteemed Dr Emir Tahirovic, Assistant Professor cum Dean and Dr Amel Delic, Deputy Dean from the Faculty of Administration, represented the University of Sarajevo, Bosnia. Meanwhile, FSPPP was represented by Associate Profesor Dr Nor Hafizah Mohd Harith, Dr Aida Abdullah, Profesor Datuk Dr Nasrudin Mohammed and Dr Memiyanty Hj Abdul Rahim.

The sharing sessions revolved around policy implementation and public administration, considering ethical issues in administration. Also discussed was the topic of ratio analysis of financial statements, which is vital in the corporate sector and public agencies. The sharing and interactive dialogue between the two academic partners are essential for enhancing lecturers’ knowledge and enabling them to provide a deeper understanding of the theory-to-practice application of policies in a country for their personal growth and their students. One of the participants and a lecturer in the faculty stated, “All lectures were refreshing and insightful. It has given the participants a great opportunity in broadening their perspective of governmental activities in another country.”

UiTM and Universitas Subang’s International ASEAN Talk 2.0

It has been almost two years since the outbreak of the deadly Covid-19 virus that affected people’s lives worldwide. The number of fatalities from this pandemic is overwhelming and leaves the future uncertain. Apart from economic activities, educational activities were also significantly affected, resulting in the adoption of online and distance learning as a solution. Students had to study from home and access their teaching and learning content electronically with no physical contact or social interactions with friends. In response to this issue, the Student Association of Southeast Asian Affairs (SASEA), on behalf of Universiti Teknologi MARA (UiTM), initiated a talk program between Malaysia and Indonesia on one of the Sustainable Development Goals’ objectives which is good health and well-being (SDG3).

This program, which was successfully held via YouTube Live on 19th June 2021, was titled “Covid-19 Pandemic Challenges: From the perspective of Malaysia and Indonesia”. The program began at 10 am with a welcoming speech from the Deputy Dean of the Faculty of Administrative Science and Policy Study (FSPPP), Dr Mazlan Che Soh. The panel session was moderated by Miss Jeniwaty Mohd Jody, Corporate Coordinator for FSPPP, and the panellists consisted of 3 academics from both countries. Representing FSPPP and Malaysia was Dr Memiyanty Haji Abdul Rahim, the Deputy Dean of Industry, Community and Alumni Network (RICAEN), and the panellists from Indonesia were Puan Nur’aeni and Puan Ine Anggraini. The latter are lecturers from Universitas Subang. In line with the program’s theme on SDG 3, the panellists shared their experiences and knowledge on how the Covid-19 pandemic had affected all walks of life and how Indonesia is coping and surviving with Covid-19. The talk was followed up by a question and answer session.

This programme conducted by SASEA embraces as much as possible the information and knowledge related to SDG3 number 3 through the experience shared between the Asian neighbours in curbing the COVID-19 outbreak that began in 2020. The program has brought to light the coping mechanisms used by the two nations in dealing with the pandemic, and it is hoped that the shared experiences have also allowed the participants, particularly students and academics, to be more aware of their own strategies in coping with online and distance learning during this challenging time.

Universiti Teknologi MARA (UiTM)-Oracle Academy Day 2021

On March 15, 2021, the Faculty of Computer and Mathematical Sciences (FSKM), Universiti Teknologi MARA, (UiTM), Malaysia, hosted the UiTM-Oracle Academy Day 2021. This marked another UiTM’s smart partnership with industries for IT expertise to share experiences.

The Dean, Prof Ts Dr Haryani Haron, officiated the live-broadcasted event from the Global Learning Space, FSKM, UiTM Shah Alam. Approximately 1000 participants, nationwide and globally, include those from UiTM’s campuses, Universiti Pendidikan Sultan Idris, Institut Pendidikan Guru Kampus Ipoh, Universitas Bhayangkara Jakarta Raya of Indonesia, Universitas Esa Unggul of Indonesia and Bean Search Expert Malaysia. The Dean recapped that “The collaboration between Oracle Corporation Malaysia and UiTM was established since Institut Teknologi MARA days. We have been using the Oracle database in training students to prepare for industry needs, so their training-learning curve is shortened.”

Mr Mohamed Fitri Abdullah, the Managing Director of Oracle Corporation Malaysia presented an overview of Oracle, while Mr Damian Haas, the Regional Director for Oracle Academy Asia Pacific and Japan, provided an insight of Oracle Academy. Mr Jian Li, the Principal Instructor of Oracle Academy for Asia Pacific, talked about data sciences and Java programming.

As the Prime Minister, Tan Sri Muhyiddin Yassin emphasized during the launching of the Malaysia Digital Economy Blueprint, that “Mastery of digital technology is essential to elevating Malaysia’s economy”, a series of workshops on big data are organised for the B40 students as a strategy to develop local digital talents.

This collaboration intends to provide awareness and exposure of free access to educational resources from Oracle Academy. They are designed with knowledge and skills as demanded in computing-related jobs. Current technologies include autonomous databases, Oracle Cloud, Java programming and AI. The alliance aimed to strategize synergistic benefits for both UiTM and Oracle.

FSPPP UiTM explores policy responses to the COVID-19

The Covid-19 outbreak is a 21st-century global crisis for humankind that has led to catastrophic outcomes across the globe. The situation has caused governments worldwide to take on mitigation measures and strategies to battle the COVID-19 pandemic.

In response to the ongoing COVID-19 calamity, the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA, Malaysia (UiTM), organized an outstanding virtual international discourse on “Policy Response to COVID-19 Pandemic: Malaysia & Indonesia experiences”. The program was organized by the Policy Analysis of Executive Master’s in Administrative Science students, led by Muhammad Syahzami bin Badd Saibi, and attended by more than 500 participants comprising UiTM students, academic staff, and members of the public via the Microsoft Teams virtual platform.

This program served two main objectives; to provide exposure to students on both Malaysia and Indonesia governments’ mitigation measures in dealing with the issues and challenges brought forth by the COVID-19 pandemic and to compare both countries’ policy strategies in response to the COVID-19 pandemic.

The event was honoured to receive four distinguished guest speakers to share their experience and wisdom on the issue. The guest speakers consisted of academics and a high-level public officer from Malaysia. They were asked to share their views and experiences on how both governments are managing the ongoing crisis. A notable Professor in Political Science from Airlangga University, Indonesia, Professor Dr Kacung Marijan, also shared his views on the Indonesian government’s COVID-19 pragmatic policy approach in combatting the outbreak. The event was also made more special with the appearance of National University Malaysia’s Associate Prof. Dr Kartini Aboo Talib@ Khalid, the Deputy Director of Institute of Ethnic Studies (KITA), and Mr Abdul Halim bin Abdul Aziz; the Deputy General (Policy) of the Economic Planning Unit (EPU), Prime Minister Office, Putrajaya. Also present was Associate Professor Dr Nor Hafizah Mohamed Harith, from the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA, Malaysia. The session was moderated by Associate Professor Dr Azizan Zainuddin, also from the Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA, Malaysia.

The intellectual discussion focused on the ongoing policy implementation by the Malaysian and Indonesian governments to curb the COVID-19 transmission. Speaking from the lens of academics, the panelists from Airlangga University, National University Malaysia and UiTM drew attention to both governments’ proactive and pragmatic roles in managing the COVID-19 crisis. Interestingly, the main highlight of the webinar was the presentation by the Deputy Director of EPU, Malaysia, on the recent Malaysian Economic Strategic Action plan formulated to cushion the impact of the pandemic. The session was concluded with a question & answer session between the panelist and the audience of the virtual webinar. The webinar was impactful and provided knowledge to the UiTM students and members of the public on the importance of policy response to break the chain of COVID-19.

Unleashing the potential of the students’ technological skills

Faculty of Computer and Mathematical Sciences (FSKM), Universiti Teknologi MARA recently organised an Institute of Electrical and Electronics Engineers (IEEE) Final Year Project (FYP) Award on the 9th and 10th of August 2021. The event was sponsored by IEEE Computer Society Malaysia Chapter and National Autism Research Centre (NARC), Universiti Teknologi MARA. Ten (10) Final Year Projects were shortlisted from a total of 405 projects produced by final year students from six different computing programs. The ten finalists were subjected to rigorous rounds of screening and they showcased their projects via a video presentation (available on Youtube) and pitched their ideas to a panel of judges from IEEE Computer Society Malaysia Chapter and FSKM.

Professor Ts. Dr Shukor Abd Razak, the Director of Research Management Centre, Universiti Teknologi Malaysia and Ts Dr Fakhrul Hazman b Yusoff from UiTM represented IEEE Computer Society Malaysia Chapter. FSKM on the other hand were represented by Professor Dr Nursuriati Jamil, Chairman National Autism Research Centre Universiti Teknologi MARA (also serving as Chief Judge) and Associate Professor Dr Fariza Hanis Abd Razak.

Mohd Zharfan Norzamri received the Grand Award with his project SCABTRE: Supermarket Checkout Apps With Budget Tracker & Recommender Using Content-Based Filtering. Zharfan proposed a self-service technology with convenient checkouts and payment process equipped with budget tracker and options for comparable products. Students’ projects were timely, relevant to current technology and highly diverse, as the projects encompassed problems which involved E-voting system, quarantine monitoring, road safety, upcycling management, environmental awareness, shopping process, and depression assessment. The solutions proposed may contribute towards achieving good health and well being which is Goal 3 of the SDG.

The competition provided a platform to showcase students’ achievements, develop high-level technical skills as well as to develop research interest among students. Importantly, the competition environment promotes the opportunity to produce work of a quality well beyond their qualification level besides developing their confidence skills which are useful for their future careers. Additionally, it serves as a cornerstone to further strengthen the linkages between IEEE Computer Society Malaysia Chapter and FSKM.

UiTM’s service learning initiative

On 19th of June 2021, the Faculty of Administrative Science and Policy Studies (FSPPP), Universiti Teknologi MARA, students from the Bachelor of Administrative Science (Hons) program, and the Pejabat Undang Luak Rembau and Lembaga Muzium Negeri Sembilan co-organized an International Seminar titled “Adat Perpatih Knowledge Sharing and Book Donation Collaboration With Undang Luak Rembau Community”. The program was part of the Service Learning Malaysia – University for Society (SULAM) initiative, considered one of the High Impact Educational Practices introduced by the Ministry of Higher Learning Education Malaysia. The book donation project, which started a month earlier, managed to collect books worth RM7000.00. The books will be donated to primary and secondary school students around Rembau once the Movement Control Order is lifted. Meanwhile, the webinar consisted of three sessions covering different topics that managed to gather excellent feedback from the viewers. The accumulated number of viewers for the three sessions were almost 12000. One of the comments from the live session stated that this webinar had opened his eyes to know more and sparked his interest in acquiring more knowledge on this unique custom.

Malay customs and traditional culture inherently strive to demonstrate good moral values and guidance to acceptable behaviour and conduct according to the norms of the society. A prominent example of such custom is the Adat Perpatih, which has been practised longer than the Common Law. The custom originated from the Minangkabau ethnic from Sumatra, Indonesia, and was brought and adopted in Negeri Sembilan. Adat Perpatih divides the lineage based on the maternal or matrilineal lineage system. Adat Alam Minangkabau has undergone three main forms of development, namely the Nan Tigo Law, Adat Tarik Baleh and Adat Tuah Disakato arranged by Datuk Perpatih Nan Sebatang. Another concept related to Adat Perpatih is Laras Nan Dua, which consists of Bodi-Cianago and Koto-Piliang. Historically, the concepts exist through the consensus between two community leaders marked with batikam stone and baling stone. Then, the two maternal lineage and paternal lineage systems merge and are known as Adat Tuah Disakato or Adat Alam Minangkabau. In Malaysia, Adat Alam Minangkabau is known as Adat Perpatih. The Adat Perpatih is a dynamic and comprehensive social system as it provides the space, opportunity and rules so it can be changed according to the time, situation and era.

This project was inspired by Dr Muhamad Fuad bin Abdul Karim, a senior lecturer and resource person of the course. The panelists for the first session, “Adat Perpatih dan Kepatuhan Syariah di Malaysia”, were Dr Suhaimi bin Hj. Abd. Samad, Deputy Rector from UiTM Seremban Campus; Dr Mohd Kamel bin Mat Salleh, Senior Lecturer from ACIS UiTM Seremban Campus; and Yang Mulia Dato’ Perba Abdul Razak bin Mohd Yassin, a representative from Balai Undang Luak Rembau. The second topic, “Urbanisasi dan Era Digital serta Kelangsungan Amalan Adat Perpatih” involved Dr Muhamad Fuad bin Abdul Karim, a Senior Lecturer from the Faculty of Administrative Science and Policy Studies, Dr Mohd Afendi bin Daud, a Senior Lecturer from Universiti Melaka, Yang Mulia Dato’ Raja DiRaja Haji Bahaman bin Harun, a representative from the Balai Undang Luak Rembau, and Drs Shamsudin bin Ahmad, the Director of Lembaga Muzium Negeri Sembilan as the panelists. For the third and final session, the panellists were Dr Nur Zafifa binti Kamarunzaman, a Senior Lecturer from the Faculty of Administrative Science and Policy Studies; Dr Mohamad Fauzi bin Sukimi, a Senior Lecturer from Universiti Kebangsaan Malaysia, and Dr Sulikah Asmorowati, the Vice Dean II from the Faculty of Social and Political Sciences, Universitas Airlangga Indonesia with the topic “Budaya dan Hubungan Etnik di Nusantara”. The opening speech was given by Drs Shamsudin bin Ahmad, the Director of Lembaga Muzium Negeri Sembilan and the Yang Teramat Mulia Dato’ Lela Maharaja Dato’ Haji Muhamad Sharip Bin Haji Othman (DTNS, PPT, ANS, PMC, PJK, PKL), Dato’ Undang Luak Rembau officiated the event. Meanwhile, the event concluded with the closing remarks by Yang Berbahagia Prof Madya Dr Abdul Jalil bin Mohamed Ali Dean Faculty of Administrative Science and Policy Studies, Universiti Teknologi MARA.

UGLAM language exchange program 2021

On the 10th and 11th July 2021, UiTM Global Ambassadors in collaboration with the Department of International Affairs (DIA), UiTM Global organised a program called ‘UGLAM International Language Exchange Program 2021’ via Zoom. This 2-day program was curated especially for international students to not just learn the Malay language, but to promote broad cultural knowledge, understanding and awareness of the Malay language. A total of 47 participants from multiple countries including Brunei, Indonesia, The Philippines, India as well as a few local students from Universiti Malaysia Sabah and UiTM had joined in to participate and made the program lively.

The program set off with an opening ceremony officiated by Dr. Hajah Zainab Haji Mohd Noor, Director of Department of International Affairs (DIA) UiTM Global and attended by Associate Professor, Dr-Ing Masria Mustafa, Head of International Students and Development (ISD), Dr Rozzana Mohd Said (Coordinator for Exchange Program ISD), Ts Dr. Nur Hashimah Alias, Coordinator Summer Program ISD and advisor of UiTM Global Ambassadors, (UGLAM) and staffs from DIA, UiTM Global.

This pocket-sized language class was packed with fun activities such as a Masterclass on the basics of Bahasa Melayu, Kahoot games, breakout room sessions for public speaking class and Tongue Twisters. To make the learning more effective, participants were divided into small groups guided by facilitators who were among UGLAM’s very own members. However, the main highlight of the programme was the singing competition among the international students where they were required to sing a Malay song that they learned just in a day.

They say ‘Language is the road map of a culture. It tells you where the people come from and where they are going’ and UGLAM has made the quote by Rita Mae Brown come to fruition by successfully promoting our culture to the international eyes. This event provided golden opportunities for students to enhance their personal and soft skills, but most importantly, their self-confidence in speaking a new language. Lastly, this program also helped in broadening and strengthening the relationship between the international and UiTM students. Seeing the success of the event, UGLAM is planning to organize UGLAM Language Exchange Program 2.0 in the next semester with hopefully a bigger number of participants.
