Back in 2015 University President Dr. Dexter R. Buted saw the need to institute Quality Assurance in the university to achieve greater heights in its quadric-mandated functions. As per CHED Memorandum Order No.46 series of 2012 or the “Policy-Standard to Enhance Quality Assurance (QA) in Philippine Higher Education through an Outcomes-based and Typology-based QA” which is formulated primarily to help higher education institutions (HEIs) develop a culture of quality implementing an established internal quality assurance system and undergoing institutional assessment. This involves an assessment of the HEIs along Commitment to Program Excellence, Institutional Sustainability and Enhancement, and evidence of excellence. This memorandum order directed the President to lead the university towards culture of quality and becoming its way of life.
Under Commitment to Program Excellence, PSU is very aggressive in securing its three programs with Center of Excellence status as well as having all its programs accredited (currently, 83% of its program offerings are accredited) by Accrediting Agency of Chartered Colleges and Universities in the Philippines with higher level of accreditation such as Level III and IV.
Under Institutional Sustainability and Enhancement, the university is currently ISO 9001:2015 Multi-Campus certified on its third year of implementing its established Quality Management System since 2016. Last year, the University has been subjected to Institutional Sustainability Assessment (ISA) and Philippine Quality Award assessment and currently awaiting for results.
The University likewise obtained it Investors in People (IiP) Silver Level Award last February 2018. PSU is the first and the only State University to be given such recognition in the Philippines. This reinforces the University’s commitment to provide quality work environment for its employees thereby instituting various programs to ascertain that their needs are addressed and talents, maximized to full potential. PSU believes that the key to the success of the organization lies on the quality of performance of every contributing member.
As per CHED Memorandum Order No. 12, series of 2018, the University once again qualifies to be SUC Level IV with nineteen (19) other state, universities and colleges (SUCs) in the Philippines. The SUC Levelling instrument is used to determine the classification level of the SUC President and Vice President, including the allowable number of the latter. The criteria established measure the SUCs’ institutional performance covering areas relative to the programs, functions and operations of SUCs focusing on instruction, research, extension and management capability.
PSU likewise hit another year being a performance based-bonus (PBB) grantee. To heighten public accountability and transparency, promote greater collaboration among agencies and ensure accessible and convenient delivery of services to the Filipino people, the Government created the Results-Based Performance Management System (RBPMS) along with its incentive component Performance-Based Incentive System which includes Productivity Enhancement Incentive and Performance-Based Bonus (PBB). The PBIS recognizes government personnel who play a greater role and carry a heavier responsibility in attaining performance targets and delivering results. The Inter-Agency Task Force (IATF) on the Harmonization of National Government Performance Monitoring, Information and Reporting System was created to prescribe the conditions or criteria on eligibility and procedures for the grant of the PBB, including the ranking system to recognize different levels of performance. These criteria include Good Governance, Performance Targets and Use of CSC-approved Strategic Performance Management System (SPMS). All these parameters have been exemplified by the university thus becoming a recipient of this recognition.
Last March 06, 2019, PSU prides itself as the University President, Dr. Dexter R. Buted, with some of PSU officials, receives the Certificate of Commendation for being among the 5 Universities in the Philippines with Most Outstanding Internal Quality Assurance Unit for 2018 during the 32nd AACCUP Annual National Conference at the Century Park Hotel, Manila.
The award is another attestation of PSU’s strong commitment not only to sustain its Quality Assurance thrust but to strengthen it with greater expanse of mechanisms leading to ASEAN recognition and ultimately, internationalization.
PSU is has a long way to go to realize its vision but through its concerted effort and strong desire to achieve, there is no impossible. The journey may be rough and rugged but PSU is not detested to falter, but only to rise above itself and take the right direction to reach success.
