Hong Kong’s first Doctorate in Policy Studies enables professionals to develop their policy analysis expertise from international and comparative perspectives

Poverty, ageing and health and social policy reforms become pressing issues around the world. There is an increasing interest in advanced studies and analysis of relevant policy issues. As a leading liberal arts university, Lingnan University has launched a Doctor of Policy Studies (DPS) programme, which is the first professional doctorate in policy studies in the Greater China region.

The Doctor of Policy Studies programme has flexible delivery modes and strong experiential learning elements including field visits, and academic workshops and seminars. The DPS Programme offers students truly comparative and international perspectives in understanding rapid socioeconomic and political changes, with a team of local, regional and international scholars who will engage with students in a critical analysis of policy responses. To assure its international competitiveness and extensive exposure of students to practices elsewhere, the programme is delivered with support from the leading international institutions:

    • University College London Institute of Education’s Centre for Global Higher Education (CGHE) (UK)
    • Hertford College, University of Oxford (UK)
    • Faculty of Humanities and Social Sciences, University of Bath (UK)
    • Department of Social Policy and Social Work, University of York (UK)
    • Graduate School of Education, National Chung Cheng University (Taiwan)
    • Department of International Development, King’s College London (UK)
    • Research Institute for Higher Education, Hiroshima University (Japan)
    • Graduate School of Education, Peking University (China)

The programme provides an excellent learning platform to engage students in reflecting on current research and practices in various policy areas (including education, health, housing, labour and social welfare, children/youth studies and sociology and social policy) with the support of Lingnan University’s numerous partners. Students will be given a wide range of opportunities to engage in organisation of different international research and academic programme related events (e.g. a summer programme at University of Oxford). Experimental learning elements allow students to gain practical and hand-on experiences.

The Programme is expected to build upon students’ professional expertise by exposing them to challenging issues in their field and making differences in their workplace and/or professional context.

The DPS programme is designed for professionals with experience in public administration, education sector, non-governmental organisations, and think tanks. We are also welcome applications from postgraduate students from our sister universities in Mainland China, and existing students of Taught Postgraduate programmes at Lingnan University.
